On the other hand, deemed-to-be-universities are defined by MHRD (Ministry of Human Resource Development) as those institutes that work at a very high standard in specific areas of study or research and can be declared as University by the Central Government on the advice of the UGC. This status is bestowed to a concerned institution u/s Section 3 of the UGC Act, 1956.
